Donald Trump spoke to the United Kingdom's prime minister Keir Starmer last weekend. The two men have very different political outlooks, as Trump acknowledged. 'He's liberal, which is a bit different from me,' said the US president, 'but I think he's a very good person and I think he's done a very good job thus far.'
Behind the warm words there are several issues on which the two leaders could clash – from tariffs to defence spending, from China to Ukraine and to international law. The 'thus far' in Trump's comment is pregnant with future troubles. Perhaps the crux of the matter is that one leader sees himself as a law-maker, the other is a law-breaker.
